The commit [1] removed setuptools from runtime dependencies
"Drop spurious setuptools runtime dependency.". Since then
the test TestPythonPy3Can fail with the following error:
ModuleNotFoundError: No module named 'pkg_resources'
Add back setuptools to provide "pkg_resources".
