This has now been "silently" implemented in Synapse (https://github.com/matrix-org/synapse/commit/55fcf62e9cef9ef90dfdfc9f2fe3f6a6786780b8); by adding a key called "invite" to m.room.power_levels with the appropriate semantics.

This probably wants adding to official documentation if we're happy with the general idea.
