body: In general, we need to think through and finalise the semantics for power level ACLs - e.g. should users of the same power level be able to kick each other? Should I be able to delegate my power level to anyone, or do I need a threshold to do so, and if so does the target need to have less power than me already? etc.

You shouldn't be able to affect (e.g. kick/ban/change power level) any other user with greater *or equal* power level to your own. Everything else can remain as it is for now.
We need to add a power level option for the "clear history" flag and whether users can see history for before they join.
