Same thing happens if the room creator isn't the one who leaves (e.g. B leaves instead). It must be due to tying power levels.

EDIT: Eventually I was able to join (in the B leaves scenario); something federation related? I don't know why it would suddenly work otherwise.

body: I've added a test to sytest which checks whether the room creator can be re-invited over federation. I haven't been able to reproduce the M_FORBIDDEN error described above.
