It seems to be a major screw-up that if a message fails to send, we have no way to trigger a resend - either manually, or via some kind of retry.

I suggest that we do a few (3) retries if the request fails, ideally with exponential backoff - and then if it's still dead, we give the user a way to kick the process going again.
