Adds the flag `--use-language-version-tools` to `pulumi install`. When
passed, and `pyenv` is installed, and a `.python-version` file is in the
project directory or any of its parent directories, Pulumi will install
the requested python version if it is not already installed.
`LanguageRuntime.InstallDependencies` now takes a struct
`InstallDependenciesRequest` as argument to make it easier to extend
this call with options.

This adds the framework for running conformance tests for Go. Currently
_all_ the tests are skipped, but I'll raise small PRs on top of this one
to start fixing some of the issues.
Bazel builds create symlinks of each file. We still want to copy these
into test directories etc., so allow CopyFile to do that. This is a
prerequisite for getting pulumi-yaml to build in Bazel.
We hide this with an environment variable, as that's easy to set during
Bazel builds, but does not affect this function during regular usage.

`FileCopy` silently swallows file not found errors which leads to hard
to debug issues. For instance, as described in #14694, tests with edit
steps unexpectedly run twice against the first step.

This adds a new "--strict" flag to `pulumi convert` which defaults to
false. When strict is NOT set we bind the PCL with the extra options of
`SkipResourceTypechecking`, `AllowMissingVariables`, and
`AllowMissingProperties`. This will change some errors to warnings in
code generation.
The `strict` flag is sent over the gRPC interface to the Go/Node plugins
for their `GenerateProject` methods as they have to do PCL binding
plugin side currently.
Per team discussion, switching to gofumpt.
[gofumpt][1] is an alternative, stricter alternative to gofmt.
It addresses other stylistic concerns that gofmt doesn't yet cover.

gofumpt is stricter, but there's no lock-in.
All gofumpt output is valid gofmt output,
so if we decide we don't like it, it's easy to switch back
without any code changes.
gofumpt support is built into the tooling we use for development
so this won't change development workflows.
- golangci-lint includes a gofumpt check (enabled in this PR)
- gopls, the LSP for Go, includes a gofumpt option

Replaces all instances of `strings.Replace(s, old, new, -1)`
with the equivalent `strings.ReplaceAll(s, old, new)`.
This function has been available since Go 1.12.
Stop using io/ioutil across the entire repository.
The io/ioutil package was deprecated in Go 1.16 (2021-02)
with replacements provided in other packages.
Specifically:
ioutil.Discard => io.Discard
ioutil.NopCloser => io.NopCloser
ioutil.ReadAll => io.ReadAll
ioutil.ReadFile => os.ReadFile
ioutil.TempDir => os.MkdirTemp
ioutil.TempFile => os.CreateTemp
ioutil.WriteFile => os.WriteFile
This change switches all of these entities
across the repository.
Following this change,
the only references to ioutil are in schema files:
