Allow disabling version validation when using a custom PulumiCommand isntance ()
# Description

When we introduced `PulumiCommand` we maintained the existing behaviour
to disable validating the version. However when creating a custom
`PulumiCommand` instance instead of letting `LocalWorkspace` [create
it](c306b13c51/sdk/nodejs/automation/localWorkspace.ts (L307)),
there is no way to disable the validation.

This PR makes `skipVersionCheck` a documented option and additionally
checks `PULUMI_AUTOMATION_API_SKIP_VERSION_CHECK` inside
`PulumiCommand`.

`PULUMI_AUTOMATION_API_SKIP_VERSION_CHECK` always takes precedence. When
running with that env variable set, there's no way to turn off checks.
This matches the behaviour pre-autoinstall.

Dependabot updated some references to this in

importantly it didn't update pkg or sdk which are the most important
modules in this repo.

use uuid instead of random number for test suffix ()
Currently we're using a random number for getting the test suffix.
However given the birthday paradox and the number of tests we're running
this doesn't seem to be good enough to keep our tests from being flaky.
Use a uuid instead, which is virtually guaranteed to be unique, and
should eliminate this problem.

[auto/nodejs] Remove SxS check that's no longer needed ()
This change removes the SxS check in the Node.js Automation API since
it's blocking a customer scenario and isn't needed anymore now that
 has been addressed with .

The check was originally added in to provide a helpful error
message when multiple versions of `@pulumi/pulumi` were used with inline
programs, which could cause clashes with global state. Since then, we've
changed how state is stored to allow parallel execution of multiple
inline programs with . However, the SxS checks were not removed as
part of that change.

A customer recently hit the error associated with the SxS check. They
are creating a Next.js program that runs Pulumi operations as inline
programs. Next.js ends up loading modules multiple times in a way that
confuses the SxS checker, causing the error to be thrown, even though it
wouldn't have been a problem.

deps: Upgrade google.golang.org/{genproto, grpc}
Updates to the latest versions of
google.golang.org/genproto and google.golang.org/grpc
in all submodules in the repository.

This is necessary because in a recent change,
genproto split out some of its subpackages into independent submodules.
(https://github.com/googleapis/go-genproto/issues/1015)

As a result of this, some users may see the error:

```
google.golang.org/genproto/googleapis/rpc/status: ambiguous import: found package google.golang.org/genproto/googleapis/rpc/status in multiple modules:
    google.golang.org/genproto v0.0.0-20230410155749-daa745c078e1 (/home/runner/go/pkg/mod/google.golang.org/genproto@v0.0.0-20230410155749-daa745c078e1/googleapis/rpc/status)
    google.golang.org/genproto/googleapis/rpc v0.0.0-20230725213213-b022f6e96895
```

Because pu/pu is using 20230410155749,
which has googleapis/rpc as a subpackage,
but another dependency references the independent submodule (20230725213213),
so the system doesn't know which module to use for the import path,
google.golang.org/genproto/googleapis/rpc/status.

This is a problem for codegen tests and ProgramTest-based tests
for Pulumi Go programs that do not have a go.mod in the test directory.
This issue was encountered by @thomas11 while attempting to upgrade
dependencies in pulumi-docker ().

The grpc upgrade is necessary because the current version of grpc
also pulls the outdated version of genproto.

nodejs automation api was setting the envvar PULUMI_CONFIG for every pulumi command it called, this tripped up the dotnet sdk which only expects PULUMI_CONFIG to be set to a valid JSON string (not the empty string).

Looks like this was just a slightly confused bit of code to try and deal with parallel programs, I've moved it out of the workspace part of automation api and fixed up the inline server to deal with parallel programs correctly instead.

# Description

Adds stack tag management support to the **nodejs** automation api sdk (https://github.com/pulumi/pulumi/issues/5681).

Before I move on to other language/runtime SDKs, I'd like to get a quick sanity check on this nodejs implementation, since they will follow a similar pattern 👍 . There is no changelog for now; this won't be merged as-is. Thank you! 🙏😄

If the change(s) in this PR is a modification of an existing call to the Pulumi Service,

You must then bump the API version in /pkg/backend/httpstate/client/api.go, as well as add
it to the service.

The `asyncTest` and `assertAsyncThrows` helpers were necessary when originally written, but are no longer needed as Mocha has built-in support for testing async functions that return promises, and Node's `assert.rejects` can be used to assert whether a promise has been rejected.

10622: Enable ESModule interoperability r=RobbieMcKinstry a=RobbieMcKinstry

# Description

This PR enables ESModule interop for the NodeJS SDK. By enabling interop, we should in theory remove subtle bugs from Pulumi programs that assume our libraries are interopable. In practice, only a few modules weren't already interoperable. Nevertheless, enabling this compiler flag will require future code to be compatible with ESModules, potentially eliminating future bugs.

<!--- Please include a summary of the change and which issue is fixed. Please also include relevant motivation and context. -->

Fixes https://github.com/pulumi/pulumi/issues/10621

This PR is required for bundling the NodeJS runtime (https://github.com/pulumi/pulumi/issues/10210).
