We want to make URN's opaque tokens that don't need clients to parse
them. One thing providers currently parse the URN for is the resource
name and type. Pretty simple to extend the rpc interface to send these
tokens as individual fields plus the URN.
We can start getting providers to use these tokens and fallback to
parsing the URN, eventually providers can decide to take a requirement
on an up-to-date engine that sends these fields.

Making this change has a couple of benefits.
Firstly (and honestly the main one) is it make codegen much simpler. We
just to emit a base64 string and/or other embedded byte array to the
generated SDK. Currently we need emit a full `proto.Value` expression
for each language, and that's not hard but it's also not trivial and
means more combinations of things per test per language.
Secondly it will allow providers to use more efficient encodings of
their parameter than JSON if there is one. I imagine some providers
might make the parameter value a protobuf message and parse that
(similar to what we do for transform functions), but they can easily
fallback to just treating the bytes as a JSON string if they want.
The only downside to this is the value is obfuscated in the generated
SDK and in the state file. Neither of those are really expected to be
viewed by users, so this feels like a minor loss.

This is the bare bones changes required to update the provider interface
for parametrization. Nothing in the engine, sdks, cli, or codegen makes
use of these new methods yet.
But providers team can start building on top of this interface. Note
that this is subject to change, while this is _likely_ the right design
for parametrised providers there is a chance that we need to edit this
interface before GA release.

There were a load of warnings such as the below, when building the

This adds a new flag to provider Construct and Call requests to indicate
that the engine will accept output values in the response.
If a component provider sees that flag set they can return Output
PropertyValues and optionally skip filling in the dependency map in the
response.
The engine will use the combined information of the dependency map and
any dependencies found on any output values in the property to build the
final dependency map that is returned to programs.

Similar to what we did to the `InvokeRequest` a while ago. We're
currently using the same protobuf structure for `Provider.Call` and
`ResourceMonitor.Call` despite different field sets being filled in for
each of them.
This splits the structure into `CallRequest` for providers and
`ResourceCallRequest` for the resource monitor. A number of fields in
each are removed and marked reserved with a comment explaining why.

Updates the node SDK to have types for the generated protobufs and grpc
services. No more `any`.
I don't think these types show up on any user facing parts of the SDK.
The two places they could show up are the mock monitor (but I've left
that as any for now) and the provider interfaces (which I've also left
alone for now).
But this fixes up most of our sdk internal code to have types, which
flagged a couple of oddities like assuming `Input<string>` was `string`
in the alias code, and a whole load of missing undefined checks.
