This requires changing the parsing of URN's slightly, it is _very_
likely that
providers will need to update to handle URNs like this correctly.
This changes resource names to be `string` not `QName`. We never
validated this before and it turns out that users have put all manner of
text for resource names so we just updating the system to correctly
reflect that.

Turns out in https://github.com/pulumi/pulumi/pull/14104 we typo'd the
environment variable name, missing the "PULUMI_" prefix at the start.
This change fixes that, and the resulting fall out of tests running with
automatic plugin downloads being disabled by default.
One test it made sense to actually check with and without the envvar
set. All the others I've just made sure the envvar is falsy so they can
fetch the plugins they want to.
I've also un-skipped the tests that had been disabled due to always
hitting the rate limits. Hopefully now we should be hitting github less
often to allow these to pass consistently.

Adds a new configure flag (sends_old_inputs_to_delete) which the engine
will now always set to true. If that's set providers can rely on the old
inputs being sent to delete, otherwise they'll get nil.

This reworks the registry to better track provider instances such that
we can reuse unconfigured instances between Creates, Updates, and Sames.
When we allocate a provider instance in the registry for a Check call we
save it with the special id "unconfigured". This value should never make
its way back to program SDKs, it's purely an internal value for the
engine.
When we do a Create, Update or Same we look to see if there's an
unconfigured provider to use and if so configures that one, else it
starts up a fresh one. (N.B. Update we can assume there will always be
an unconfigured one from the Check call before).
This has also fixed registry Create to use the ID `UnknownID` rather
than `""`, have added some contract assertions to check that and fixed
up some test fallout because of that (the tests had been getting away
with leaving ID blank before).

Inspired by a comment from Zaid. This allows providers to return what
providers they have mapping information for without having to marshal
all their mapping data to the engine at the same time, this could save
transmitting a lot of data that the engine might not ever need (for
example if it's not converting code for that specific provider). It also
allows provider to support mulitple mappings.

When running tfgen the provider plugin is generally only available on
PATH, not in the plugins directory. The schema loader was only checking
the plugins directory to decided if it had a resource provider already
installed, and so sent off lots of github requests to lookup latest
versions of plugins while running example conversion.
This changes the schema loader to use the same logic we use elsewhere
where we try to use the provider (which will also look at PATH) and then
if we get a missing plugin error we'll do the install and then try
again.
I've also moved the `SetKnownPluginDownloadURL` call into
workspace.InstallPlugin so we don't forget to call it before passing
specs in.
Finally I've also removed the InstallPlugin method from Host as the only
place it was used was in the schema loader, which is now using
workspace.InstallPlugin like everywhere else.

This adds two new properties to the RPC interfaces with providers.
Firstly we pass a new bool flag to Configure to tell the provider if it
will get sent old inputs as part of Diff.
Secondly we now pass the old inputs and the old outputs to Diff and
Update as opposed to just the old outputs.
The flag passed to Configure isn't strictly needed. Providers should be
able to tell that the old inputs aren't being sent to Diff and Updae by
virtue of them being `null/nil/None` rather than an empty map. For
DiffConfig this is the only way to detect this case because it's called
before Configure. But its still useful to send this explictly to
Configure to allow providers to return a configure error that they need
to be ran against a newer engine version.
There is one fairly major failure case that can happen with this feature
and providers who update to make use of this feature should ensure they
call this out in their changelog.
That is if a provider has been saving old inputs in outputs as a way to
get access to them in diff, and then updates to use these new protocol
properties instead and stops saving the inputs in outputs _and then_ the
user downgrades back to an old provider version things will probably get
_very_ confused.

from the old state on startup (in `NewRegistry`) instead the load logic
has been moved to the `Same` method. The step_executor and
step_generator have been fixed up to ensure that for cases where a
resource might not have had it's provider created yet (i.e. for DBR'ing
the old version of a resource, for refreshes or deletes) they ask the
`Deployment` to look up the provider in the old state and `Same` it in the
registry.
All of the above means we only load providers we're going to use (even
taking --targets into account).
One fix mot done in this change is to auto-update providers for deletes.
That is given a program state with two resources both using V1 of a
provider, if you run the program to update one of those resource to use
V2 of the provider but to delete the other resource currently we'll
still load V1 to do that delete. It _might_ be possible (although this
is definitly questionable) to see that another resource changed it's
provider from V1 to V2 and to just assume the same change should have
happened to the deleted resource.
This could be helpful for not loading old provider versions at all, but
can be done in two passes now pretty easily. Just run `up` without any
program changes except for the SDK version bump to update all the
provider references to V2 of the provider, then do another `up` that
deletes the second resource.

This adds a new pkg/workspace package
and moves the logic to install a provider into a function
in this new package.
This renames that functionality and the accompanying error to
InstallPlugin, as we intend to reuse the same logic to download other
plugins.
This commit contains no behavioral changes.

The retry logic wants to make at most 5 attempts
(that's what the "limit" says)
but it actually makes 6 requests.
This fixes the off-by-one error
by switching to the re-usable util/retry package
instead of re-implementing retries here.
As with util/retry.Retryer,
pluginDownloader allows overriding time.After from tests,
so that we don't sleep in tests.
The pluginDownloader retries downloads with specialized logic,
and it relies on getHTTPResponse to make the HTTP requests.
However, getHTTPResponse retries the requests *it* makes as well.
This changes getHTTPResponse to not perform any retries,
and makes a copy of it, getHTTPResponseWithRetry, that does.
The pluginDownloader uses getHTTPResponse,
and other prior uses of getHTTPResponse have switched to the new one.
This resolves the multiplied retries for pluginDownloader,
however there's still an off-by-one error.
Per team discussion, switching to gofumpt.
[gofumpt][1] is an alternative, stricter alternative to gofmt.
It addresses other stylistic concerns that gofmt doesn't yet cover.

gofumpt is stricter, but there's no lock-in.
All gofumpt output is valid gofmt output,
so if we decide we don't like it, it's easy to switch back
without any code changes.
gofumpt support is built into the tooling we use for development
so this won't change development workflows.
- golangci-lint includes a gofumpt check (enabled in this PR)
- gopls, the LSP for Go, includes a gofumpt option

Adds initial support for resource methods (via a new `Call` gRPC method similar to `Invoke`), with support for authoring methods from Node.js, and calling methods from Python.
These changes add support for provider-side previews of create and
update operations, which allows resource providers to supply output
property values for resources that are being created or updated during a
preview.
If a plugin supports provider-side preview, its create/update methods
will be invoked during previews with the `preview` property set to true.
It is the responsibility of the provider to fill in any output
properties that are known before returning. It is a best practice for
providers to only fill in property values that are guaranteed to be
identical if the preview were instead an update (i.e. only those output
properties whose values can be conclusively determined without
actually performing the create/update operation should be populated).
Providers that support previews must accept unknown values in their
create and update methods.
If a plugin does not support provider-side preview, the inputs to a
create or update operation will be propagated to the outputs as they are
today.

These changes add initial support for the construction of remote
components. For now, this support is limited to the NodeJS SDK;
follow-up changes will implement support for the other SDKs.
Remote components are component resources that are constructed and
managed by plugins rather than by Pulumi programs. In this sense, they
are a bit like cloud resources, and are supported by the same
distribution and plugin loading mechanisms and described by the same
schema system.
The construction of a remote component is initiated by a
`RegisterResourceRequest` with the new `remote` field set to `true`.
When the resource monitor receives such a request, it loads the plugin
that implements the component resource and calls the `Construct`
method added to the resource provider interface as part of these
changes. This method accepts the information necessary to construct the
component and its children: the component's name, type, resource
options, inputs, and input dependencies. It is responsible for
dispatching to the appropriate component factory to create the
component, then returning its URN, resolved output properties, and
output property dependencies. The dependency information is necessary to
support features such as delete-before-replace, which rely on precise
dependency information for custom resources.
These changes also add initial support for more conveniently
implementing resource providers in NodeJS. The interface used to
implement such a provider is similar to the dynamic provider interface
(and may be unified with that interface in the future).
An example of a NodeJS program constructing a remote component resource
also implemented in NodeJS can be found in
`tests/construct_component/nodejs`.

* Fix the nullability of config type properties in C# codegen (#4379)
The changes in #4004 caused old provider configuration to be used even when a provider was different between inputs and outputs, in the case that the diff returned DiffUnkown.
To better handle that case, we compute a more accurate (but still conservative) DiffNone or DiffSome so that we can ensure we conservatively update to a new provider when needed, but retain the performance benefit of not creating and configuring a new provider as much as possible.
Part of https://github.com/pulumi/pulumi-aws/issues/814.
In the very common case where provider configuration does not change, during preview we were calling `Configure` on the cloud provider twice - once for the "old" configuration, and once for the "new" configuration.
This is not necessary, and we can just avoid using the new provider when configuration has not changed, since we will have configured the old provider very early so if we can use that we should.
Note that this technically doesn't prevent the second call to `Configure` from being made, but it prevents us from ever waiting on it. We may want to go further and avoid even calling `Configure` on the provider in this case.
Part of #3671.
These changes add a new method to the resource provider gRPC interface,
`GetSchema`, that allows consumers of these providers to extract
JSON-serialized schema information for the provider's types, resources,
and functions.
These changes add support for passing `ignoreChanges` paths to resource
providers. This is intended to accommodate providers that perform diffs
between resource inputs and resource state (e.g. all Terraform-based
providers, the k8s provider when using API server dry-runs). These paths
are specified using the same syntax as the paths used in detailed diffs.
In addition to passing these paths to providers, the existing support
for `ignoreChanges` in inputs has been extended to accept paths rather
than top-level keys. It is an error to specify a path that is missing
one or more component in the old or new inputs.
