This adds a pseudo op `OpOutputChange` to the set of changes that are
recorded in `display.ResourceChanges` to count the number of output
changes, this is then included in the check used to evaluate the
`--expect-no-changes` flag
When resource outputs are registered, they are checked against their
previous value using existing functionality, the total count of changes
is then added
The internal capability is validated with an engine test, the cli is
validated using an integration test
This will break user workflows that depend on the previous behavior

https://github.com/pulumi/pulumi/pull/15744 added precise output
tracking to the python runtime, so that we can error correctly on any
output that raises an exception, and don't wait for all async tasks that
are running which could be unrelated to the pulumi program.
Unfortunately that change had a memory leak where it tracked all outputs
for the entire run of the program. Not an issue for our small programs
in the tests but problematic when a program ends up making thousands of
resources with tens of thousands of output values.
This cleans the outputs up from the tracking list as they complete
successfully.

The bug was actually caused by a longstanding mistake in
`_collapse_providers` that didn't iterate the providers correctly if it

Adding some more transform tests. Trying to repro
https://github.com/pulumi/pulumi/issues/15984 although it oddly seems to
be component resource specific. These tests are still worth having and
found some other issues.
The version we currently have doesn't support Go 1.22 properly, so it
throws a bunch of warnings locally when trying to run it with the latest
Go version installed. Just running the latest version locally also
doesn't quite work, since it throws a bunch of errors from the
perfsprint linter, which seems to have gotten stricter.
Upgrade to the latest version of golangci-lint, and fix all the errors
we're getting from it. Mostly done via `perfsprint -fix`, with some
manual changes that `perfsprint -fix` wouldn't touch.

Updates Remote Automation API to use the new stable URLs for the
Deployments API. Adds support for `inheritSettings` to allow inheriting
deployment settings pre-existing on the stack.
I've tested this manually by editing the automation-api-examples for
remote deployments, but not sure of a great way to add automated tests
since automation api doesn't yet have support for setting deployment
settings.
EDIT: I considered just setting up a static stack for this but abandoned
it because of concerns around parallel runs. We can add automated tests
for this once we support creating deployment settings with automation
api (coming soon).

TestPythonTranslation wasn't flaky in of itself, it was just the
standard venv logic being iffy. No reason to disable this one test.
The stack reference tests haven't ran for ages, taking some advice from
@lunaris and just deleting them all, I've raised

conformance tests.

SerializePropertyValue needed a `context.Context` object to pass to the
`config.Encrypter`. It was using `context.TODO()`, this change instead
accepts a context on the parameters and lifts that up to
SerializeProperties, SerializeResource, SerializeOperation, and
SerializeDeployment.
There were a few call sites for those methods that already had a context
on hand, and they now pass that context. The other calls sites now use
`context.TODO()`, we should continue to iterate in this area to ensure
everywhere that needs a context has one passed in.

This commit addresses part of #11942, in which we fail to serialise
closures whose code would use reserved identifiers like `exports`. This
is due to a change we made where module imports are hoisted to avoid
importing the same module multiple times. Previously, code adopted a
strategy of passing all dependencies using a `with` statement, viz.:

This was changed to remove the duplicate imports, yielding code like:

However, while the previous approach would work with reserved
identifiers such as `exports` (`with({ exports, ... }) { ... }` is
perfectly acceptable), the new one does not (`const exports = ...` is
not acceptable since NodeJS will not allow redeclaration of the
`exports` global).
This commit combines the two approaches. Modules are only imported once,
but if an import would use a reserved identifier, we generate a fresh
non-conflicting identifier and alias this using a `with` statement. For
example:

Note that it is not expected that #11942 will be solved in its entirety.
While this commit fixes code that introduces identifiers like `exports`,
the introduction in question in that issue is caused by the use of
`pulumi.output(...)` in the constructor of a dynamic resource provider.
Since dynamic resource providers are implemented under the hood by
serialising their code, we attempt to serialise `pulumi.output` and its
dependency chain. This commit allows us to make more progress in that
regard, but other things go wrong thereafter. Fixing the deeper issue
that underpins #11942 (and likely other challenges with dynamic
providers) is probably a more involved piece of work.

# Description
Currently, our resource API docs for Python only display a type name
itself. If the type is defined in a different module, we do not indicate
this explicitly, which causes confusion.
For example, [K8s Pod
Inputs](https://www.pulumi.com/registry/packages/kubernetes/api-docs/core/v1/pod/#inputs)
is in `core.v1` module itself but refer to the `meta.v1.ObjectMeta`
type. Node.js docs display the type as

The same problem exists when we reference types from external packages,
and even for composed types like `Sequence[some_external_type]`.
This PR removes a special case for Python that reduces a full type name
to its name. Instead, it executes on the same path as Node.js and C#.
I had to apply some cleaning to Python types to remove underscore
prefixes of modules. We use underscore-prefixed imports in SDK gen, but
they should not be visible in user docs.
I expect we need to apply the same fix to Go, but I suggest we do that
as a follow-up.
Testing: the existing test suite seems adequate for testing the change.
All the discrepancies look like improvements to me.

- In .NET, non-primitive types such as objects used in config variables
will be generated anyways under the `Types` namespace as plain-shaped
objects inside of the `Config` class. This is because the types from
`Outputs` or `Inputs` cannot be used directly from config. Also no
longer marking objects used from config variables as "outputs" (doesn't
make any sense)
- In Go, disable adding imports into the `config.go` based on used
shared types because these are not used/referenced in the config module
anywhere anyways.

# Description
This PR replaces the test program `discriminated-unions` with a new
program `basic-unions` that uses a synthetic schema that has basic union
definitions.
The former program was failing compilation with Go because of a
**faulty** azure-native SDK (tests using v1.56.0). It didn't generate
the extra types for union objects (those with suffix `Args`). Those
missing extra types are added in newer versions of azure-native SDK but
the shape of the same resource doesn't have unions anymore so we can't
just upgrade the version of the azure-native sdk we are testing with.
I decided not to depend on a specific azure-native SDK and instead use a
synthetic schema with the sole purpose of showing that we can emit
correct code for fields assigned to object which are bound to different
union cases. The downside here is that we can't compile the example for
any language since it is a synthetic schema with no generated SDK
(conformance tests in Go would make this possible but we are far away
from that 😢)
Closes#10834 since the original issue was due to faulty SDK, not
program-gen.

# Description
This PR implements Java constructor syntax examples, rendering them into
the docs. It upgrades pulumi-java to 0.10.0 which includes features from
https://github.com/pulumi/pulumi-java/pull/1338
It also updates contructor syntax generator to emit an unbound variable
for resource-typed properties. We use the name of the resource as the
name of the variable:

const example = new Resource("name", { pet: randomPet })
````
where `pet` is a property that is typed as `random.RandomPet` so it gets
assigned the (unbound) variable called `randomPet`
Previously we would skip emitting any code for resource-typed
properties. I think this gives better docs even though it doesn't

When tailing the event log in automation API we currently have nothing
that makes sure we read only complete lines. This means if the OS
happens to flush an incomplete line for whatever reason (or the Go JSON
encoder does, which we're using to write these lines), we might read a
line that is incompletely written, and thus will fail to JSON decode it.
Since the JSON encoder always writes a newline at the end of each
string, we can also make sure that the line we read ends with a newline
and otherwise wait for the rest of the line to be written.
The library we use in Go provides a convenient setting for this, while
in python and nodejs we need to add some code to do this ourselves.

If an update fails, update any stack outputs that were updated, but
otherwise leave existing stack outputs as-is. In other words, don't
delete stack outputs if the stack didn't successfully run to completion.
Implementation note: when we receive a RegisterResourceOutputsEvent for
the stack resource, we defer processing it until the end of the
deployment, to know whether the deployment ran to completion without
errors.

There were a number of places where we passed a `Snapshot` and a
`secret.Manager` as arguments to a method, where if the `Manger` was nil
we'd fall back to the `Snapshot.SecretManager` (which could also be
nil).
Turns out in all but one place this was always passed as nil or just as
directly the snapshot's `SecretManager` field.
The one place it differed was in
`pkg/cmd/pulumi/stack_change_secrets_provider.go` where we're changing
the secret manager, but it's fine to just set the snapshot's
`SecretManager` field to the new manager.

Update TLS library to a more recent version that doesn't have the old
"install the plugin as part of setup.py" logic.
Then enable the engine to do the plugin download for this test by
disabling `PULUMI_DISABLE_AUTOMATIC_PLUGIN_ACQUISITION`. Should make the
test less flaky as the engine is managing the download and can retry,
but at least makes the error much more clear if it does fail.
