implement invoke transforms for NodeJS ()
Similar to what we recently did for Go in
https://github.com/pulumi/pulumi/pull/16617, also implement invoke
transforms for NodeJS

name invoke transforms RegisterInvokeTransform in the Go SDK ()
This is more consistent with `RegisterResourceTransform`. The
`RegisterStackInvokeTransform` version has not been released yet, so we
still have the option of making this consistent.

Don't use indentation in converted pyproject.toml files ()
When converting from a requirements.txt to a pyproject.toml, we were
previously indenting each logical level in the file. Disable the
indentation to match the style of pyproject.toml files as generated
directly by Poetry.

Fix an incorrect error check in NodeJS integration tests ()
This commit fixes a small error in one of our integration tests that
happened to be spotted in , but was never addressed separately/has
not been addressed since that PR has not yet been merged.

Python parameterized provider test ()
This adds support for replacement parameterised providers to Python and
a small integration test to check it works e2e.

When using parameterised providers we need to use the new (currently
unstable) RegisterPackage system, instead of sending
Version/DownloadURL/etc via RegisterResourceRequest. Once
RegisterPackage is stable the intention is to change _all_ packages to
use it and for normal packages to fall back to the
RegisterResourceRequest options, while parameterised packages will
error.

The actual parameter value is embedded in the python SDK as a base64
string that we decode before sending to the gRPC endpoint as bytes.

add Go support for invoke transforms ()
Add support to the Go SDK for invoke transforms. This only adds support
for setting transforms globally, not yet via a resource option, which
resource transforms allow.

Install policy or project dependencies based on nearest configuration file ()
When a policy pack is nested within a project, or vice-versa, install
the appropriate dependencies, based on where the command is run from.

If there are both policy pack and project files in the parent

Remove unused `package.json` files from tests ()
A number of our integration tests set up sample projects that contain
`package.json` files. These files aren't actually needed to run the
tests, so this commit removes them to clean up the repository a bit.

Provide installation instructions for the python typechecker ()
When the typechecker option is set, but the selected typechecker is not
installed in the project's virtual environment, the pulumi operation
will fail with an unhelpful message like `mypy failed: exit status 1`.

To make this more actionable, we check if the typechecker is installed,
and if not, we provide installation instructions to remediate the issue.

Make pulumi install work for policy packs ()
With https://github.com/pulumi/pulumi/pull/16411 we removed the manual
instructions telling users how to create virtual environments and
installing dependencies after generating a project with
`--generate-only`. Instead users are instructed to call `pulumi
install`.

However, this also removed the manual installation instructions for
Policy Packs, but `pulumi install` did not know how to deal with Policy
Packs. This PR makes `pulumi install` work for Policy Packs.

Add packagemanager prompt to pulumi new for nodejs ()
https://github.com/pulumi/pulumi/pull/16346 introduced the capability to
query the language runtime for additional prompts. We use this to let
the user pick a package manager among npm, yarn and pnpm during `pulumi
new` when using the nodejs runtime.

When there is no explicitly configured package manager, we re-use the
previous behaviour for determining the package manager (check
`PULUMI_PREFER_YARN` env variable, look for lock files).

Defaults to `npm` when running `new` in non-interactive mode.

Instruct the user to use 'pulumi install' when using --generate-only ()
When running with `--generate-only`, the user can run `pulumi install`
to install all dependencies. This takes care of creating virtual
environments or node_modules, respecting the options specified in
Pulumi.yaml. This also removes language specific code from the CLI.

Handle extra CLI arguments passed policy packs plugins ()
The python policy plugin argument parsing was very brittle and would
fail when passed extra flags such as `--tracing <file>` or
`--logtostderr`. We now properly parse these standard plugin falgs (see
plugin#buildPluginArguments). Note that the flags are currently not
being used by the policy plugins.

Nodejs does not suffer from the same issue because we are already using
`minimist` to parse the arguments.

Regenerate test `package-lock.json` files ()
Many of our tests test JavaScript/TypeScript behaviour and thus rely on
`package.json` files specifying dependencies and `package-lock.json`
files pinning those dependencies. While the dependencies we use in our
tests are minimal and their bounds haven't changed (nor maybe have much
reason to change), the transitive dependency set is potentially large
and worth keeping up-to-date (e.g. for security reasons, or just keeping
Dependabot happy). This commit thus regenerates all the
`package-lock.json` files associated with tests that Dependabot has
previously recommended we bump.

This adds a pseudo op `OpOutputChange` to the set of changes that are
recorded in `display.ResourceChanges` to count the number of output
changes, this is then included in the check used to evaluate the
`--expect-no-changes` flag

When resource outputs are registered, they are checked against their
previous value using existing functionality, the total count of changes
is then added

The internal capability is validated with an engine test, the cli is
validated using an integration test

This will break user workflows that depend on the previous behavior

# Description

Fixes https://github.com/pulumi/pulumi/issues/16055.

https://github.com/pulumi/pulumi/pull/15744 added precise output
tracking to the python runtime, so that we can error correctly on any
output that raises an exception, and don't wait for all async tasks that
are running which could be unrelated to the pulumi program.

Unfortunately that change had a memory leak where it tracked all outputs
for the entire run of the program. Not an issue for our small programs
in the tests but problematic when a program ends up making thousands of
resources with tens of thousands of output values.

This cleans the outputs up from the tracking list as they complete
successfully.

# Description

Fixes https://github.com/pulumi/pulumi/issues/15984.

The bug was actually caused by a longstanding mistake in
`_collapse_providers` that didn't iterate the providers correctly if it
was passed as a `dict`. But worth having this test in full to sanity
check the other languages as well.
