Revert "Use plugin link instead of PATH manipulation in programtest (#10220)" (#10238) 
This reverts commit c97aa71443.

Seems that while a load of these worked on my machine, CI is unhappy
with them. I'll revert this and wait till the /run-integration-tests
command is working to confirm it's all good before putting in.

pulumi/pkg

While pulumi/sdk maintains strict backwards compatibility guarantees, code under pkg/ is handled more informally: while breaking changes are still discouraged they may happen when they make sense.
