Change approach from resource goals to new deployment resource states 
This commit changes the approach to use the deployment's news to
determine the DeletedWith flag. This works with all of the resources in
the deployment that may not have Goals such as Read resources.

pulumi/pkg

While pulumi/sdk maintains strict backwards compatibility guarantees, code under pkg/ is handled more informally: while breaking changes are still discouraged they may happen when they make sense.
