Allow installing non-tar files or folders (#10094) 
* Allow installing non-tar single file binaries.

This expands the capabilities of `pulumi plugin install resource PKG
VERSION -f FILE` to support a single executable.

* Abstract install behavior

* Support specifying a directory

* Fix message

* CL

* Handle arbitrary kinds

* Make interface method private

* Pass path directly

* Don't panic on invalid code
