Please also include relevant motivation and context. --> Similar to what we did to the `InvokeRequest` a while ago. We're currently using the same protobuf structure for `Provider.Call` and `ResourceMonitor.Call` despite different field sets being filled in for each of them. This splits the structure into `CallRequest` for providers and `ResourceCallRequest` for the resource monitor.
