13562: Fix engine.Journal to not write out skipped creates r=Frassle a=Frassle <!--- Thanks so much for your contribution! Please also include relevant motivation and context. --> This class is only used for tests, but when writing up a new test and trying to get it to fail I was seeing skipped creates in the snapshots. While pulumi/sdk maintains strict backwards compatibility guarantees, code under pkg/ is handled more informally: while breaking changes are still discouraged they may happen when they make sense.
