Run Environment.DeleteIfNotFailed after tests complete (#16730) 
Ensure we always run `Environment.DeleteIfNotFailed` in our Environment
based tests.

Also standardize on this instead of manually checking with `if t.Failed`
and calling `Environment.DeleteEnvironment()`.
