12840: [go/programgen] Module support r=Zaid-Ajaj a=Zaid-Ajaj
This PR implements module support in Go program-gen, following suit with nodejs, python and dotnet.
It is not perfect though as compiled component args are not wrapped with their respective types (i.e. `"value"` should be `pulumi.String("value")` instead). Tried to fix it in multiple places but didn't work out so decided to defer fixing the issue for now.
