Julien bf3920aae6 Use a mock package in TestListPackages (#18340) ... This avoids the download, but more importantly it prevents the test failing when the dependencies of the installed package change. This also includes the changes from https://github.com/pulumi/pulumi/pull/18339, since both tests seem to be failing at the moment.
