Add a minimal state delete test (#17259)
This adds a couple of small tests to `state delete` making use of the
fact that it's now simpler to mock out the workspace (well some of it)
and backend.

pulumi/pkg

While pulumi/sdk maintains strict backwards compatibility guarantees, code under pkg/ is handled more informally: while breaking changes are still discouraged they may happen when they make sense.
