Add integration tests for `--config-file` 
This commit extends some of the existing integration tests for `pulumi
config` to test uses of `--config-file`, which explicitly sets a
configuration file for use. These should give us some coverage as we
refactor the global variable backing this flag and look at backing
configuration by e.g. ESC as default.

Integration Tests

This module provides integration tests for the Pulumi CLI.

The tests can be run via:

make test_all

Usage of Go build tags

In order to speed up integration tests in GitHub actions, Go build tags are used to conditionally compile the desired test cases.
