Revert "The `--expect-no-changes` flag checks for output diffs" (#16131)
Reverts pulumi/pulumi#15903

This is implicated in Issue #16126 so reverting to allow time to provide
a proper solution

pulumi/pkg

While pulumi/sdk maintains strict backwards compatibility guarantees, code under pkg/ is handled more informally: while breaking changes are still discouraged they may happen when they make sense.
