In order to release this feature to our users, we should no longer gate
it behind `PULUMI_DEV`, so it is available by default.

Fixes https://github.com/pulumi/pulumi.ai/issues/210

pulumi/pkg

While pulumi/sdk maintains strict backwards compatibility guarantees, code under pkg/ is handled more informally: while breaking changes are still discouraged they may happen when they make sense.
