Allows SKIP_CHECKPOINTS without EXPERIMENTAL (#15318)

# Description

This relaxes the requirement on the `PULUMI_SKIP_CHECKPOINTS` env var to
also have `PULUMI_EXPERIMENTAL` set.

Because `PULUMI_EXPERIMENTAL` introduces other behavior, this decouples
the `PULUMI_SKIP_CHECKPOINTS` behavior from that.

Integration Tests

This module provides integration tests for the Pulumi CLI.

The tests can be run via:

make test_all

Usage of Go build tags

In order to speed up integration tests in GitHub actions, Go build tags are used to conditionally compile the desired test cases.
