Split newStackChangeSecretsProviderCmd into command struct (#13780) 
Was looking at adding a new flag to this command, and wanted to write
some tests for that (it's currently totally untested) and the first step
for that is splitting it into the new "cmd struct" style.

pulumi/pkg

While pulumi/sdk maintains strict backwards compatibility guarantees, code under pkg/ is handled more informally: while breaking changes are still discouraged they may happen when they make sense.
