Joshua Rich 747c730031 refactor(scripts): ♻️ reduce code dependency between scripts and agent packages 
- scripts pkg now exports a struct that satisfies the agent controller interface
- scripts package handles finding scripts
- scripts package runs its own cron scheduler in the controller
