Guinevere Saenger 4efdcfc8a1 When calling chooseStack, always set `stackSetCurrent` to true 
This change sets the stackLoadOption in chooseStack to true, whereas
before it was set to false by default.
This will cause the chooseStack functionality to set the backend state to remember the stack selected.

Fixes the underlying bug reported in #14490.

pulumi/pkg

While pulumi/sdk maintains strict backwards compatibility guarantees, code under pkg/ is handled more informally: while breaking changes are still discouraged they may happen when they make sense.
